Swallow supports the tax publicly. Debate fizzles out.

In the midst of the debates, the British navy ship HMS Maidstone tries to impress Newport residents into military service. Newporters protest by burning one of the Maidstone's boats in downtown Newport. After the riot, the Rhode Island governor does not hold anyone responsible.

Swallow understands that people are upset about difficult economic straits and being forced into military service, but isn't sure if this demonstration is the best way to show Great Britain that the colonies are capable of governing themselves. Does he continue supporting the British government?
