He approaches John Webber, a man he knows is involved in organizing the riot. Nothing comes of their conversation- Swallow is pushed aside and watches helplessly as the riot continues. Swallow watches the mob destroy Howard and Moffat's houses— they break the windows and doors, uproot trees, destroy furniture, and steal valuables.
