Swallow's friends flee to a nearby ship. Swallow watches as the crowd disperses. In the afternoon, town leaders (also instigators of the riot) bring out cheese and wine to get the crowd to gather again. Fortified with drink, they burn the effigies in a bonfire under the gallows.

The next day, Johnston, Moffat, and Howard return to town. As evening approaches, an altercation escalates and the mob reforms. A crowd gathers with axes and painted faces. Howard and Dr. Moffat flee. Their homes are ransacked by the mob, which steals and destroys their belongings. Johnston refuses to leave home at first, but his friends convince him to flee. Johnston’s friends promise the mob that he will recant his opinions. The other two houses are almost completely demolished. Moffat and Howard flee town.

​ After observing this destruction, Swallow is concerned about the state of law and order in Newport. Should he continue speaking out against the rebels, or does the threat of violence against him spur him to remain neutral?
Speak out against Patriots. It's because of them that civil order is being destroyed.
Try to stay neutral. It's not worth being on the Patriots' bad side.
