​He watches as the riot continues— the mob smashes windows, destroys paintings and furniture, shatters bottles of wine, and uproots gardens.

The next day, an Irish sailor named John Webber starts loudly boasting that he orchestrated the entire riot. Swallow wonders if he has allowed the mob to get too out of control. When town leaders arrest Webber, a crowd threatens to destroy more houses if he is not released. ​What should Swallow advise? 
Release him- that's what the people want.

Keep him in jail. If he is released then the people will lose respect for the town's leaders.
